Eileen Higgins became Miami's first Democrat mayor in 29 years -- and first female in the post ever -- earlier this month.


But Miami journalist Carlos Miller says it may not portend a clean sweep for Florida Democrats in the midterm elections in November.

Why?


Because Miami's voting habits are a complex stew of immigration politics, anti-communista rhetoric and a dying breed of staunch Cuban Republicans as well as fair-weather, lackluster Democrats.
